Force of friction/damping

Hi, I would like to apply a force to a body (using linear impulse). I don't want this kind of force to add the velocity to the body (obviously), only to slow down (like in braking). How is this solved in contact points? Or is it ignored? But then I would expect objects to be unstable and restless even with high friction values, but they are not.
I know speed is relative, so this "slowing the body impulse" would need some reference speed considered "zero".

What I fear of is that the damping force (which I will compute on my own) would be so big that it would make the body suddenly move in an opposite direction, which I totally don't want.
