Raycast vehicle "parking brake"

I am using Bullet 2.80. I have a raycast vehicle that I want to stop moving when the "parking brake" is activated. Basically I want to prevent the wheels from moving at all. If the vehicle is still moving when the parking brake is activated I would expect the vehicle to keep moving until the friction from the "locked" wheels cause the vehicle to stop. I have tried experimenting with different braking forces, but I have yet to figure out how to "lock" the wheels so that they don't rotate at all without locking the actual vehicle body.
Any suggestions?
