Hull Collision with Solid Shatter

I've been having a few troubles with getting solid shatter and bullet to co-operate, most of which stem from a collision problem I've been running into.
Debug shows the hull collision to be above the actual shards, and this is also shown during the simulation. I feel like I'm missing something extremely simple here, any help would be appreciated.
